Politics & Government in Dubai

Dubai is one of the seven emirates of the United Arab Emirates (UAE). Since its founding in 1971, the UAE has been a federal constitutional system , in which the seven emirates—Abu Dhabi, Dubai, Sharjah, Ajman, Umm Al Quwain, Fujairah, and Ras Al Khaimah—together form the federation. At the same time, each emirate has extensive autonomy and its own government.

At the top of Dubai stands His Highness Sheikh Mohammed bin Rashid Al Maktoum , who is also Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai is. The Crown Prince of Dubai is Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum , who is also Deputy Prime Minister and Minister of Defense of the UAE, as well as Chairman of the Executive Council of Dubai.

The President of the United Arab Emirates and Ruler of Abu Dhabi is Sheikh Mohamed bin Zayed Al Nahyan . He assumed the presidency in May 2022.

The Political System of the United Arab Emirates

The political structure of the UAE differs significantly from parliamentary systems in Europe. According to the Constitution, there are five central institutions at the federal level:

  • the Federal Supreme Council
  • the President and Vice President
  • that Federal Cabinet
  • the Federal National Council
  • the Federal Jurisdiction

The Federal Supreme Council is composed of the rulers of the seven emirates and is the country's highest constitutional body.

Dubai has its own government structure and can act independently in numerous areas. This combination of federal cooperation and a high degree of autonomy for the individual emirates is a key feature of the UAE's political system.

Government of Dubai

The government of Dubai is led by the emir of the emirate. An important role is played by the Executive Council of Dubai , which coordinates the emirate's strategic development and oversees the implementation of key political, economic, and social programs.

The Executive Council was established in 2003 and assists the ruler in governing the emirate. Among other things, it develops public policies, sets priorities for Dubai’s future development, and oversees their implementation. Its chairman is Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum.

Long-term planning instead of short-term politics

One of Dubai's most striking features is its strong focus on long-term development strategies . The government and public administration implement multi-year programs—some spanning decades—in the areas of the economy, urban development, infrastructure, digitalization, tourism, and quality of life.

Large-scale projects are often planned as part of overarching development goals. This has made it possible, among other things, to develop new business hubs, free zones, transportation networks, residential areas, tourism projects, and digital administrative structures relatively quickly.

Dubai's goal is to continuously diversify its economy and further strengthen its international competitiveness. Key areas of focus include, among others, Retail, financial services, real estate, tourism, logistics, technology, artificial intelligence, and the digital economy .

The digitization of government is also playing an increasingly important role. In 2026, for example, the UAE government announced a new framework aimed at achieving, within two years, approximately 50% of the federal government's departments and services are to be supported or automated by agent-based AI .

Political Stability and Economic Development

The political stability of the United Arab Emirates is one of the key factors underpinning the country's long-term economic development. Decisions can often be planned with a long-term perspective, and major infrastructure and investment projects can be implemented over many years.

For international companies and investors, this means an environment that is heavily focused on Economic Growth, International Investment, Infrastructure, and Regional Development is geared toward.

At the same time, visitors, residents, and business owners should keep in mind that the political and legal system of the UAE differs significantly from that of European countries. The United Arab Emirates has its own social, legal, and cultural framework, which should be taken into account when staying in the country or conducting business there.
